Saudi Arabia puts commercial revenue at centre of seven-part club strategy

Saudi Arabia’s Ministry of Sport has launched its Sports Clubs Support Strategy for the 2026/27 season, adding commercial revenue growth to a performance-based funding and incentive model.
The eighth annual edition contains seven initiatives: direct support, multiple sports, governance, fan attendance, facility development, digital transformation and increasing commercial revenues.
The commercial track is the principal new element. It is designed to help clubs expand self-generated income, attract investment and develop more sustainable business models. The ministry did not disclose the amount of direct financial support available or the performance thresholds that will determine individual allocations.
Governance measures will continue to develop evaluation standards and performance indicators while strengthening compliance, transparency and accountability. Facility and digital initiatives will focus on infrastructure, digital services and more consistent operating platforms.
The attendance programme will target both higher crowds and deeper relationships with supporters. Its stated objective includes improving the fan experience and converting more supporters into long-term club members.
Direct support and funding for multiple sports will remain linked to performance, spending efficiency and sporting outcomes. Together, the seven initiatives are intended to improve service quality, operational efficiency and revenue diversification across the club system.
The strategy arrives as Saudi Arabia continues to move its sports sector towards a broader mix of state support, private investment and club-generated income. By placing commercial revenue alongside sporting performance, governance, facilities and digital delivery, the new framework establishes a more comprehensive set of expectations for how clubs should operate and grow during the coming season.
